Morgan County Commission actions for June 11

The Morgan County Commission acted on the following agenda items at its regular meeting Tues., June 11:

•Authorized the chairman to submit a request to the City of Decatur for the annual appropriation in the amount of $150,000 as the local match for FY 2013-2014 Section 5307 Urban Grant for the operation of the Morgan County Area Transportation System (MCATS), effective Oct. 1, 2013, through Sept. 30, 2014.

•Authorized Debra Rains, director of MCATS, to hire part-time drivers and part-time senior center managers at $8.18 per hour with no benefits.

•Approved $1,000 for Eva Art Guild (Eva Frontier Days) from the Tourism, Recreation and Convention Fund.

•Approved payment of bills totaling $5,732,048.86 for the month of May.

•Approved refunds of sales taxes as follows: Ascend Equipment Inc. $137,138.46 for Jan. 2011 to Dec. 2012; Mac Equipment Inc., $1,283.55 for 2010 and 2011; and Afreen Business Inc., $809.78 for May 2013.

•Approved a certificate to subdivide property for Bryan D. Blackwood, Gary D. Blackwood and Loretta Blackwood Patton, Blackwood Rd. District 3.

•Approved a supplemental utility agreement with Decatur Utilities to relocate a water line on Danville Road for a bridge replacement project involving Districts 1 and 2.

•Authorized the chairman to purchase the Aquarius ASP Document Management System from Docustor for $2,500 and a monthly maintenance fee of $200 for the Commission Office.

•Authorized the chairman to enter into an agreement with Triple J Construction for a sidewalk at MCATS as approved by the Alabama Department of Transportation.

•Authorized the chairman to enter into an agreement for sharing responsibility for the construction and operation of community safe rooms at Oak Ridge Volunteer Fire Department, Brindlee Mountain Volunteer Fire Department and two locations in Eva.

•Authorized Ricky Brooks, environmental services director, to advertise for bids for security fencing for Environmental Services and Animal Control.

•Approved the claim of Billy Swafford and Laquita Annette Swafford Morrow for excess proceeds in the amount of $33,986.74 arising from the Revenue Commissioner’s tax sale.

•Approved the claim of Gary Timothy Cooper, the sole surviving heir and next of kin of James Gary Cooper, for excess proceeds in the amount of $2,308.96 arising from the Revenue Commissioner’s tax sale.

•Authorized the chairman to execute insolvents, errors and taxes in litigation for 2012 and uncollected insolvents, errors and taxes in litigation for previous years as prepared by Amanda Scott, Morgan County Revenue Commissioner.

•Amended a resolution adopted at the regular Morgan County Commission meeting held on April 6, 2013, to read as follows: Adopt resolution authorizing the chairman to renew their maintenance contract with IBM on the AS400 through a lease purchaser of an estimated monthly payment of $2,174.15.

•Authorized the chairman to execute the State Sub-Grantee Agreement for the Hazard Mitigation Grant #1971-561 with the State of Alabama Emergency Management Agency for Morgan County EMA individual safe rooms.

•Authorized Sue Baker Roan, Morgan County Commissioner of Licenses, to fill the vacant position of assessment clerk, Grade 2, $9.97 – $13.01.

•Authorized the chairman to advertise for bids for renovations to the playground area at West Park in District 2.

•Authorized the chairman to enter into a contract with Underwood Associates to provide architectural services for the West Park renovation project.

•Authorized the chairman to enter into a contract with Lawrence County to provide shelter and board for the stray dogs and cats they pick up.

•Approved payment of $350 to the Election Center for membership dues for Adonis Bailey, Kate Terry and Louise Brown, members of the Morgan County Board of Registrars.

•Approved payment of $6,070.33 to Trident Insurance Co. as a deductible on claims filed by Glenda Lockhart (Sheriff), $2,819.83; and Orlando Haley (Sheriff), $3,250.50.

•Approved payment of $5,201.38 to Traveler’s Insurance Co. as a deductible on claims filed by Martha Humphrey (District 2), $3,627; Glenda Lockhart (Sheriff), $1,204.38; and Dentarious L. Jackson (Sheriff), $370.

•Approved payment of $6,847.50 to Harris, Caddell & Shanks PC. for legal services provided to the county during the month of May.

•Approved payment of $1,500 to Nelson Engineering Associates for services provided for the Somerville Senior Center project.
