Morgan BOE approves $3.5 million bond series

The Morgan County School Board approved the issuance of a $3.5 million capital outlay pool warrant, series 2013-A, at its regular meeting Thursday night.

Of that amount, $1.66 million is a loan that will be paid back over a 10-year period. The first annual payment is due June 1, 2014.

The funds stem from an authorization act approved by the State Legislature in 2010. It was co-sponsored by State Sen. Arthur Orr, R-Decatur, and was aimed at offsetting the impact the Base Realignment and Closure (BRAC) decisions had on public schools in North Alabama.

The money will be used for renovations to existing school facilities and the construction of new school facilities.

After announcing BRAC funds were on deposit, Superintendent Bill Hopkins Jr. told board members he plans to offer preliminary drawings for proposed new construction projects at the next board meeting August 1.

They include a new front entrance and staff offices at Danville High School and a new fieldhouse at Brewer High School.

In another move, the board filled vacant principal positions at Danville High and Priceville Elementary schools.

Falkville Elementary Principal Pat Smith was appointed principal of Danville High School, replacing Gilmer Ellis who is retiring. Cherie Humphries was approved as the new principal at Priceville Elementary School. She is replacing Dr. Anne Knowlton who transferred to the Central Office where she is serving as director of instruction.

The board acted on other matters as follows:

• Approved a field trip request from Brewer High School to allow approximately 16 ninth-12th grade girls basketball team members to travel to Riverdale High School in Murfreesboro, Tenn. to participate in a Christmas tournament Dec. 26-28.

• Approved a $26,881 bid from Dixie Store Fixture and Sales for a Market Forge steam cooker and two 10-gallon tilting kettles for Cotaco School.

• Approved rescinding prior board approval (June 13, 2013) of Finchum Sports Floors as the low bidder and grantee of the West Morgan High School gym floor project.

• Approved a $110,850 bid from Ram Enterprises Inc. for the West Morgan High School gym floor project.

• Approved 48 individual Morgan County Schools student transportation contracts related to the Morgan County Learning Center summer remediation for the Alabama High School Graduation Exam Program.

• Approved the Morgan County Schools LEA Improvement Plan (LIP) for the 2013-2014 school year.

• Approved payment of $250 to the Alabama Association of School Boards for legal assistance fund membership renewal for the 2013-2014 school year.

• Approved payment of $12,000 to the Alabama Association of School Boards for membership renewal for the 2013-2014 school year.

• Approved a preschool teacher assistant salary schedule, effective July 1.

• Approved a request from Danville High School to conduct a baseball and softball fundamentals and skills camp July 29-30 at the school’s baseball and softball facilities.

• Approved a 10-cent increase for Morgan County Schools lunch prices, effective with the 2013-2014 school year.

• Approved the deletion of a board policy addressing CGPA-health examinations.

Personnel items recommended by Superintendent Bill Hopkins Jr. and approved by the board are listed as follows:

• Approved the reemployment of Lindsey Humphries as a countywide bus aide, effective Aug. 14.

• Approved the within school reassignment of Carolyn McLaughlin from 9-12 Spanish teacher to 9-12 Spanish (4), English (2) teacher at West Morgan High School, effective at the beginning of the 2013-2014 school year.

• Approved a contract for services with Christy Clark to serve as summer school tutor at Brewer High School during the 2013-2014 school year.

• Approved a contract for services with Phillip Banks as a summer school driver’s education teacher at Priceville High School.

• Approved the employment of Jerry Rooks as a certified teacher of physical education at Danville-Neel Elementary School, effective Aug. 9. He is replacing Cindy Compton who resigned.

• Approved the employment of Savanna Dutton as a certified elementary teacher at Union Hill School, effective Aug. 9 for one year only. She is filling in for Amber Robinson who is on a leave of absence.

• Accepted the resignation of Jennifer Taylor as technology representative for Priceville Junior High School and library aide for Priceville High School, effective June 28.

• Accepted the resignation of Clint Middleton as a custodian at Cotaco School, effective July 9.

• Approved within school reassignments as follows: Kathleen Williams from full time 9-12 special education to 1/2 time 9-12 special education and 1/2 time at PHS and PJHS, effective for the 2013-2014 school year; Becky Baysinger from eighth grade English at DMS to 7-8 reading at DMS, effective for the 2013-2014 school year.

• Approved the reemployment of William Eason as a custodian (12 months) at Eva School, effective July 1.

• Approved the reemployment of Melissa Humphrey as 6-8 math teacher at Sparkman School, effective Aug. 9.

• Approved the employment of Donya Brewington as an elementary teacher at West Morgan Elementary School, effective Aug. 9. This is a new position.

• Accepted notice of resignation from Joseph L. Burch as a science teacher at Danville High School, effective for the 2013-2014 school year.

• Accepted the resignation of Lisa Morton as secretary at Priceville Elementary School, effective June 30.

• Accepted the resignation of Terina Nelson as cross-country track coach at Priceville High School, effective with the 2013-2014 school year.

• Approved the transfer of Perry Holms from agriculture teacher at Union Hill School to agriculture teacher 1/2 time at Union Hill and 1/2 time at Eva School, effective July 1, 2013.

• Approved a three-year principal reemployment contract with Tara Murphy, effective July 1 and ending June 30, 2016.

• Accepted notice of retirement from Sandra Gulledge, CNP worker at Brewer High School, effective July 1, 2013.

• Approved the within school reassignment of Doug Farris from 9-12 (10-month) band to 9-12 (nine-month) band at Brewer High School, effective for the 2013-2014 school year.

• Approved the within school reassignment of Tim Clinton from 6-12 (10-month) band to 6-12 (nine month) band at West Morgan High School, effective for the 2013-2014 school year.

• Accepted notice of retirement from Ronald Boyd, psychometrist with the Morgan County Schools SPE department, Central Office, effective Sept. 1.

• Approved the transfer of Ashley Boyd from 9-12 math teacher at Priceville High School to 6-8 math teacher at Cotaco School, effective Aug. 9. She is replacing Kenneth Roberts who retired.

• Approved continued salary in lieu of sick leave for Chris Mooneyham, central office maintenance department, for a total of four days. He was injured on the job.

• Approved a contract for services with Timothy Clinton to provide summer band services at West Morgan Middle/High School, effective July 1, 2013.

• Approved a contract for services with Deborah Bramlett to provide tutoring services June 1 through July 31.

• Approved the reemployment of Janice Vest as certified counselor (nine months) at Union Hill School, effective Aug. 9.

• Approved a contract for services with Douglas Farris to provide summer band services at Brewer High School, effective July 1.

• Accepted the resignation of Jennifer Brown as a teacher at Priceville Junior High School, effective June 19.

• Accepted the resignation of Lisa Bowen as head football coach and boys’ and girls’ basketball coach at Cotaco School, effective July 11.

• Approved the promotion of Rebecca W. Burt to 1/2 time vice principal (10 months) at West Morgan Elementary School, effective July 29.

• Approved the employment of Amanda Willingham as a certified teacher at Danville-Neel Elementary School, effective Aug. 9. She is replacing Crystal Williams who transferred.

• Approved Benji Kimbrough as a special education teacher at Falkville High School, effective Aug. 9. This is a new position.

• Accepted the resignation of countywide SPE aide Brandon Ozbolt, effective July 8.
