Commission OKs bid letting for storm shelters

Morgan County Commission authorized Chairman Ray Long to let bids for four community storm shelters at a regular meeting on Tuesday.

One shelter each will be built at Brindlee Mountain and Oak Ridge volunteer Fire Departments and the other two will be located in the Town of Eva.

The Federal Hazard Mitigation Program and the Alabama Emergency Management Agency are providing 75 percent of the funding. In-kind services will be used to meet part of the 25 percent local match.

“Eva has received some help from a state grant and probably won’t have to dip into town funds to come up with the local match,” said Long. The fire departments at Brindlee Mountain and Oak Ridge will help take care of local match requirements.”

The shelters will be constructed above ground and each one will accommodate about 95 adults.

The commission acted on other matters as follows:

•Approved a $263,995 bid from Lynn Layton Chevrolet for the purchase of 10 mid-size 2013 model SUVs for the Morgan County Sheriff’s Department.

•Approved a $146,338.54 bid from Sansom Equipment Co, for the purchase of a 10-yard side load garbage truck for the Environmental Services Department.

•Approved $250 for the City of Hartselle Veterans Day Parade from the Tourism, Recreation & Convention Fund.

•Authorized the chairman to execute a cooperative agreement with the State Homeland Security Grant Program in the amount of $21,872.73, effective through Feb. 27, 2015.

•Authorized the forgiveness of a $9,355.99 balance on uncollected sales tax for Stuckey’s of Falkville due to the business closing and the inability to locate the owner.

•Approved a certificate to subdivide and consolidate property for James T. and Deborah P. Owens on Six Mile and McCutcheon Roads in District 4.

•Approved a certificate to subdivide for Larry and Donna Speakman and Equator Black on Center Springs in District 2.

•Authorized Environmental Services Director Rickey Brooks to fill the position of administrative assistant, Grade 4 ($12.40-$16.19).

•Authorized Revenue Commissioner Amanda Scott to fill the position of personal property appraiser I, Grade 4 ($12.49-$16.19).

•Approved the director of sales tax and license enforcement position ($17.26-$22.52) and authorized the chairman to fill the position with an effective date of Dec. 30, 2013.

•Voted to accept applications for the position of Morgan County-Decatur Farmers Market Board member for a four-year term, currently held by Paul Guire, effective Oct. 13.

•Approved payment of $23,200 to Volkert Inc. for services related to bridge replacements on Kirby Bridge and Vaughn Bridge Roads.

•Approved payment of $1,652.25 to Terracon Consultants for professional services on the Somerville Senior Center project.

•Approved payment of $2,390 to the National Association of Counties for annual membership dues for the County Commission.

•Approved payment of $117,581.50 to Adams Building Co. for construction work on the Union Hill Senior Center, payable out of District 4 funds.

•Approved payment of $26,301 to Jones Fence Co. for the installation of fencing for the properties of Environmental Services and Morgan County Animal Shelter.

•Approved payment of $3,679.50 to Harris, Caddell & Shanks PC for legal services performed during September 2013.
