County OKs highway project
The Morgan County Commission approved $74,512 as a local match for the construction cost associated with a 1.9-mile section of Eva road from the Cullman County line to Highway 55 at a regular meeting Aug. 26.
Chairman Ray Long was authorized to enter into an agreement with the Alabama Department of Transportation to facilitate the estimated $372,560 project. Of that amount, $298,048 will be covered by federal ATRIP funds.
Morgan County Chief Engineer Greg Bodley said there’s a chance the work can be done this year but it more likely will occur in 2015.
The commissions acted on the following agenda items at its regular meting Tuesday.
•Authorized the chairman to approve the sub-recipient agreement between the City of Decatur Community Development Department and Commission on Aging for the funding of the Turner-Surles Senior Center in the amount of $20,400.
•Approved payments from the Tourism, Recreation & Convention Fund as follows: Racking Horse Breeders’ Association (2014 World Celebration), $2,500; Decatur Morgan Co. Convention and Visitors Bureau (fish fry), $2,500; Falkville High School football program ad, $100; and Alabama Charity Championship Horse Show (SNAP project), $1,000
•Approved a certificate to subdivide and consolidate property for Roberta Stewart and James and Angela Flack on West Point Road in District 4
•Approved a subdivision plat for Edwards Point Subdivision on Kennemer Drive in District 4
•Authorized Ricky Brooks, Environmental Services director, to purchase 20 four-yard dumpsters from WasteQuip-Holt for $11,503, payable out of the Environmental Services Fund.
•Authorized the chairman to purchase a 2015 Ford Explorer under the state bid list from Long- Lewis Ford, Muscle Shoals, for $30,188.50, a budgeted item for Morgan County EMA/TVA
•Authorized the chairman to advertise for bids to provide cleaning services for the Farm Service Center on Hwy. 36, West, Hartselle
•Authorized the chairman to extend a bid to Ayers Cleaning Services for the cleaning contract for the Morgan County Courthouse for next fiscal year at current pricing, terms and conditions
•Authorized the chairman to request an engagement letter from BNY Mellon Corporate Trust Rebate Compliance Services Division to provide an arbitrage rebate calculation on the Series 2014 General Obligation Warrants ending 9-30-2014 at a rate of $1,750. This calculation is required by the tax certificate and agreement for the reference warrants and is required to be provided to the paying agent each year.
•Authorized the chairman to execute the agreement between the Morgan County Commission on Aging and Morgan County Area Transportation System for transportations services in Morgan County, effective Oct. 1, 2014, through Sept. 30, 2015
•Authorized the chairman to approve the renewal agreement with Premise Inc. for maintenance on the IBM AS400 for $4,960 per month
•Authorized District 1 Chairman Jeff Clark to donate $2,000 to Priceville High School for assistance on equipment needed for the school gym
•Approved payment of $746 to TTL Inc. for professional services performed on the Morgan County Jail Annex project
•Approved payment of $4,232.25 to Harris, Caddell & Shanks P.C. for professional services for Morgan County Department for July
•Approved payment of $2,375 to S.S. Nesbitt for consultant fees for Healthcare Reform
•Approved payment of $2,589 to RLI Surety for a public official bond renewal for Amanda Scott, Morgan County Revenue Commissioner
•Authorized the chairman to list for sale on govdeals.com a 1995 Ford 1/2-ton pickup truck in the Maintenance Department with the proceeds to be returned to the Maintenance Fund County System of Services.
•Approved payment of $3,000 to Alabama Mountains Rivers and Valleys Resource Conservation and Development Council for membership dues for the Morgan County Commission, payable out of the general fund.
•Authorized the chairman to execute the environmental covenant between the Morgan County Commission and City of Decatur governing activities and/or use limitations to the Decatur-Morgan County Regional MSW Landfill.
•Authorized the Morgan County Juvenile Drug Court to apply for the FY2015 Problem Solving Court funding in the amount of $20,000.
