Commission meeting notes

The Morgan County Commission acted on the following agenda items at its regular meeting Tuesday:

•Awarded Avanti Computers of Decatur a contract for 50 computers for Morgan County offices, after finding that Avanti‘s bid of $30,650 was no greater than 3 percent higher than the low bid off DTM Computers, a non-resident bidder whose low b id was $30,600.

•Authorized the chairman to advertise for bids for a community safe room at Danville Volunteer Fire Department, funded by the Hazard Mitigation Program with the Alabama Emergency Management Agency.

• Authorized the chairman to enter into a contract with the City of Huntsville, DBA the Huntsville-Madison County Emergency Management Agency and the Morgan County Commission to transfer funds totaling $1,000 to provide communications equipment in support of the Strategic National Stockpile Program.

•Authorized payments from the Tourism, Recreation & Convention Fund as follows: Racking Horse Breeders Association (Spring Celebration), $2,500 and Hartselle High School baseball program, $125.

•Approved the following excess proceed claims arising from the Revenue Commissioner’s Tax Sale: Paradise Properties, $34,170.60; and Bank Independent, $1,000.72.

•Authorized Kim Thurston, director of Community Corrections, to fill the position of part-time lab technician at $8.34 per hour.

•Approved the issuance of checks totaling $5,077,447 for December 2014.

•Authorized the chairman to submit an application for the development of a TVA-owned parcel and the support of the Morgan County Commission for a proposed picnic area with canoe ramp in District 2.

•Authorized the chairman and county attorney to execute the FY2015certifications and assurances for the Federal Transit Administration Assistance representing the federal funding for public transportation programs by the Alabama Dept. of Transportation.

•Authorized Revenue Commissioner Amanda Scott to fill the following positions: Assessment clerk, Grade 2, ($10.17 –  $13.27).

•Authorized the chairman to execute the District Office Lease Amendment and Attachment with the U. S. House of Reprehensive Mo Brooks to lease the office space at the Morgan County Courthouse with no monthly fee, effective Jan. 3, 2015, through Jan. 2, 2017.

•Authorized Eddie Hicks, director of EMA, to declare a 2000 Ford Expedition as surplus property and authorized him to donate it to the Morgan County Rescue Squad.

•Amended Resolution 14-441, approved Sept. 24, 2014, to correct the job title referred to as facilities and grounds superintendent to parks superintendent.

•Approved the job description of parks superintendent and authorized director of parks and recreation, Sean Daily, to fill the position, Grade 8 ($17.61 – $22.97).

•Authorized the chairman to execute an agreement with WOW Business for $386.05 per month plus $149.95 installation fee, for cable TV services for the Morgan County Courthouse.

•Authorized the chairman to execute employment contracts with Jason Shireman, Dallas Jones ad Charles Busby, representing services to the Morgan County Sheriff’ Office as school resource officers at a rate of $1,875 per month for the period of January 1, 2015, and ending Dec. 31, 2015, with 100 percent reimbursement to the commission by the Sheriff’s Department.

•Approved a mileage reimbursement rate of $57.5 cents per mile effective for employees who travel in privately owned vehicles on official business, occurring on or after Jan. 1, 2015, in accordance with rates established by the Alabama Department of Finance.

Approved certificate to subdivide and./or consolidate for Martha Lafarlett and Michael Sheehy and Doris S., Sheehy, Edwards Circle, District 4; George Edward Dotson, Nat Key Rd., District 3; and Anna Rink, Amy Anderson and Vivian Sharp Smith, Sharp Rd., District 4.

•Approved the purchase of right-of-way for $3,140 for a bridge replacement project on Vaughn Bridge Road in District 2.

•Approved payments totaling $791 to Meadowbrook Inc for insurance coverage on a 2014 Freightliner truck and a 2015 Ford Explorer.

•Approved payment of $390 to International Public Management Association for membership dues for Belinda Ealey, chief administrative officer.

•Approved payment of $53,830 to New World Systems for financial management and human resources software maintenance for Feb. 1, 2015 through Jan. 1, 2016,.

•Approved payment of $16,111 to Volkert Inc., for program management services on the Jail Annex, payment No. 16.

•Approved payment of $400 to Peck-Glasgow Agency for a public official bond renewal for Jeff Chunn, Morgan County coroner, effective Jan. 17, 2015 through Feb. 17, 2019.

•Approved payment of $400 to the Morgan County Minority Development Association for support of the 2015 Dr, Martin Luther King Jr. Unity Breakfast Jan. 19, 2015, payable out of the contingency fund,.

•Approved payment of $185 to the International Association of Emergency Managers for 2015 membership dues for Eddie Hicks director of EMA.

•Approved payment of $300 to the Economic Development Association of Alabama for 2015 membership dues for Chairman Ray Long.

•Approved payment of $11,223.85 to Arab Water Works for the relocation of utilities on Rescue Road.

•Approved $20,189 to Otelco Inc. for the relocation of utilities p on Rescue Road in District 4.

•Approved payment of $2,010 to Nelson Engineering for professional fees on the Lacey’s Spring Senior Center project.

•Authorized Ricky Brooks, environmental services director, to fill the position of administrative assistant, Grade 4 ($12,65 – $16.51).

•Authorized Probate Judge Greg Cain to create and fill the position of part-time clerk for the Probate Office at $8.34 per hour with no benefits, to be reimbursed by the Probate Office discretionary fund.

•Appointed Lance Stidham to the State Products Mart Authority Board for the unexpired term of Mark Byrd, ending Oct. 12, 2016.

•Authorized Kim Thurston, director of Community Corrections, to fill the position of administrative assistant, Grade 4 ($12.65 – $16.21).

•Approved payment of $1,474 to Peck-Glasgow Agency for a public official surety bond for Sharon Maxell, commissioner of Licenses, effective Jan. 19, 2015, to Jan. 19, 2018.

•Authorized District 1 Commissioner Jeff Clark to request proposals for building equipment sheds at the District 1 shop and to negotiate with and make a recommendation to the commission for a contract for such work.

•Approved the appointments of Donald Holmes and Herman Davis to four-year terms on the Morgan County Emergency Management Commission District (911 board), effective Feb. 1, 2015, and expiring Feb. 1, 2019.

•Authorized the chairman to advertise for bids for repairs to Morgan County Courthouse elevators.
