Morgan County Commission Meeting Notes for March 26

The Morgan County Commission acted on the following matters:

•Proclaimed April 24 as “COPS on TOPS” in support of the Law Enforcement Torch Run for Special Olympics.

•Approved a $9.75 refund of deed tax for Centennial Southern Logistics, Inc. as a deed tax recorded in error in the probate office.

•Declared two filing cabinets as surplus to sell them on govdeals.com.

•Approved certificates to subdivide and consolidate property for Jewell Bynum, Wesley McCarty, Tammy McCarty and Beverly D. Clemons on Calvert Road.

•Entered into a utility agreement with Hartselle Utilities to relocate utility lines for the Vaughn Bridge Road bridge replacement project.

•Accepted a right-of-way for Dwelling’s Five Drive.

•Donated $2,500 for the Decatur/Morgan County Convention and Visitors Bureau fish fry, $1,000 for the Special Olympics Torch Run and $1,000 for Morgan City Founders Day.

•Filled the vacant position of driver, Grade 4 ($12.65 – $16.51).

•Eliminated one full-time assessment clerk position and filled two part-time assessment clerk positions.

•Removed a 1976 Dodge one-ton pickup from govdeal.com and donated the following items to the pickup and a spreader to the Town of Somerville.

•Declared seven motor vehicles as surplus property to sell them.

•Declared a 2005 Ford Expedition and a 2004 Ford Crown Victoria as surplus property and donated them to county volunteer fire departments.

•Eliminated a full time equipment operator 2 position and created a full time operator 3, grade 7 position ($16.37 – $21.36).

•Executed an agreement with Cintas Corporation for rental of uniforms and facility services in accordance with the U.S. purchasing cooperative communities awarded contract through March 31, 2017.

•Paid $7,721.50 to Travelers Inc, as deductibles on two claims.

•Paid $1,335 to Meadowbrook Inc. for insurance coverage to be paid by various county departments.

•Paid $6,930 to Harris, Caddell & Shanks P.C. for legal services provided for Morgan County departments in February.

•Paid $22,003.88 to ALDOT for the purchase of two buses under the rural transportation program with 80 percent/20 percent federal/local match.

•Paid $4,900 to CapRisk Consulting Group for an actuarial study to be in compliance with GASB Statement 45.

•Renewed a maintenance agreement with IBM Credit LLC on data processing printers for $7,329 per year.

•Executed an agreement with AT&T for telephone service by purchasing off the Alabama State Bid list the following contracts: layer two Ethernet services, SIP services, Internet service, statewide voice services and local services.

•Entered into an agreement with Tyler Technologies, Inc. for licensed software products.

•Added full time deputies as school resource officers and others as needed for the Sheriff’s Office with funding provided by the sheriff’s discretionary accounts.

•Executed a contract with Nationwide Employee Benefits for providing employee group term life, AD&D and dependent life through March 31, 2017.

•Authorized the commission to serve as the fiscal agent on behalf of the Morgan County System of Services for a grant from the Alabama Department of Youth Services funding the diversion program for high-risk youth in Morgan County.

•Adopted joint development agreement with the Alabama Public Health Care Authority to annex health department property into the City of Decatur and to obtain appropriate zoning.

•Fill the position of part-time animal control officer at the pay rate of $8.34 per hour with no benefits.

•Appointed Christopher Hayes, Morgan County animal control officer, to inspect alleged violations of state law with respect to the mistreatment of dogs and cats.

•Authorized the commission to serve as the fiscal agent on behalf of the Mitnik Wilderness Program for the grant from the Alabama Department of Youth Services funding the diversion program for juvenile males ages 12-18.

•Executed the FY2014 EMPG Cooperative agreement with the Alabama Emergency Management Agency for $11,516 effective Oct. 1, 2013, through Sept 30, 2014.

•Proclaimed Tues., April 7, as National Service Recognition Day.

•Traded a 2007 Toyota Land Cruiser utilized by the sheriff’s department for the acquisition of another vehicle.
