The Morgan County Commission recently honored a corrections officer who recently completed the National Institute of Jail Operations Program. 

Morgan County Sheriff’s Office Corporal Bo Leeth was honored with a plaque during the Tuesday morning meeting at the Morgan County Courthouse in Decatur. Leeth is a 2008 graduate of Falkville High School.

“The class was put on by the Association of County Commissions of Alabama,” Leeth said. “The class was split into four different classes spread out through a few months. These classes cover all the Alabama State Jail guidelines that we should be aware of. They allow for county departments in the state to get updated on certain law changes that could ultimately affect their counties. As of right now Corporal Jeff Tidwell and I are the only ones to complete the classes. I would love to thank the County Commission for the opportunity for this training because it has made me a better detention officer.”

Commission Chairman Ray Long said he is very proud of his accomplishment and will always take the time to honor the service men and women when they work hard in their specific field to better themselves.

“We’re always proud of them for taking the extra time out to learn about their job and responsibilities and going above and beyond to learn their work better,” Long said. “It helps us to know that they are going the extra mile, getting better qualified and working for us. We really appreciate Bo’s efforts.”

In other business the council:

Adopted a resolution amending Resolution 17-129 by amending the amount approved for the purchase of (2) two food carts; with the amount not to exceed $14,304.00.

Adopted a resolution authorizing that (6) six of the 23 correction officers approved on the 14th day of February, 2017, by Resolution 17-130 for the New Jail Addition be adjusted as supervisory positions as follows and approve the job description of Lieutenant/Jail Supervisor Class Code 3310: (4) Corporal Positions- grade 4 ($12.65 – $16.51); (2) Lieutenant Positions-Grade 8 ($17.61 – $22.97).

Adopted a resolution amending the county’s portion of the Department of Revenue Certification Program in Resolution 17-148 from $1,200 to $463.

Adopted a resolution authorizing the chairman to advertise for bids for the following: To furnish laundry and dry cleaning services for Morgan County Jail and Sheriff’s Office, new or used dump truck for District 4, District Four Building, Environmental Building.

Approved a resolution authorizing Johnny Howell, Director of Environmental Services, to purchase a Skidsteer with attachments from the Purchasing Cooperative for $31,828, and amend the budget using prior year revenue.

Adopted a resolution authorizing Johnny Howell, Director of Environmental Services, to obtain quotes on installing an overhang to the truck shed at Environmental Services. 

Adopted a resolution authorizing Greg Abercrombie, District 4 Commissioner, to dispose of the following item and sell as scrap: 1988 GMC Sierra 3500, VIN # 1G0JR33J8JJ514931.

Approved a resolution authorizing Greg Abercrombie, District 4 Commissioner, to donate the following truck to North East – Morgan Water Authority: 2001 Mack Dump Truck, VIN # 1M2P267C91M058027.

Approved a  resolution authorizing Greg Abercrombie, District 4 Commissioner, to obtain quotes on an extension to the current District 4 Equipment Shop.

Adopted a resolution appointing Bruce Sparkman to the West Morgan-East Lawrence Water and Sewer Authority for a term of (6) years, effective March 14, 2017, and ending March 14, 2023.

Adopted a resolution authorizing the appropriate Elected Official/Department head to fill the following positions: Maintenance Worker I, grade 6 ($15.12 -$19.73) -Maintenance; part-time Assessment Clerk, ($8.34, no benefits) –License; Animal Control Director, ($22.56 – $29.46) – Animal Control.

Approved a resolution authorizing the Morgan County Commission to apply for a general construction permit for the bridge replacement project on Cedar Creek Church Road – District 3. Said permit is a requirement of the Alabama Department of Environmental Management. Permit fee $1,385.

Adopted a resolution authorizing the chairman to renew the Morgan County Commission’s participation in the Liability Fund for calendar years 2018 through 2020.

Approved a resolution authorizing the chairman to enter into a contract with Spectrum Business to increase the Internet speed for the District Attorney’s office at no extra cost.

Adopted a resolution authorizing David Hannah, Director of Data Processing to declare the following items as surplus and sell on GovDeals.com: IBM 6262 model T12 line printer Serial # 01-52572;  IBM 6262 model T12 line printer  Serial # 56-A0796; IBM 6400 model 10 line printer  Serial # 01TB077.

Approved a resolution authorizing the chairman to enter into an agreement with All 4 Kids LLC, for services at the Morgan County Parks.

Adopted resolution authorizing the chairman to accept the 2017 Alabama Historical Association Historical Marker Refurbishment Grant for the Historical marker on the Courthouse grounds, “A County Older than the State: Morgan County.”

Adopted resolution authorizing the chairman to execute the Facilities Solutions Agreement with Cintas Corporation for rental service of uniforms and facility services for Morgan County Commission Departments in accordance with the U.S. Communities purchasing cooperative awarded contract RFP#12-JLH-011C beginning April 1, 2017 through March 31, 2019.

Approved a resolution authorizing the chairman to execute the Cooperative Agreement with the State Homeland Security Grant Program 6LOC for $25,000, effective March 1, 2017, through March 31, 2018.

Adopted a resolution authorizing the chairman to execute the FY2017 EMPG Cooperative Agreement with the State of Alabama Emergency Management Agency for $2,024, effective October 1, 2016, through September 30, 2017.

Adopted resolution authorizing the chairman to enter into the Disaster Recovery agreement with Tyler Technologies, Inc. at the cost of $6,122 effective March 14, 2017.

Adopted resolution authorizing the chairman to execute the Memorandum of Understanding between Morgan County Commission and Morgan County Emergency Communication District to compensate for services rendered.

Approved a resolution authorizing the certificates to subdivide properties: Randal Humphrey, Gum Pond Road, District 3

Approved a resolution authorizing the refund of sales tax for the following, due to overpayment: Surat Inc. for $666.32.

Adopted a resolution authorizing the Budget Amendments for various departments for January 2017.

Adopted a resolution authorizing the chairman to execute the following contracts representing the promotion of Morgan County, which will be payable out of the Tourism, Recreation, & Convention Fund as follows: Morgan County Association of Volunteer Fire Departments (Awards Banquet)- $1,000; Decatur-Morgan County Chamber of Commerce- $1,270; reviewed and approved voices totaling $215,947.84 for Morgan County.
