The regular bi-monthly meeting of the Priceville Town Council was held July 13, 2006 at the Priceville Municipal Building.
Mayor Melvin Duran called the meeting to order at 7 p.m.
Kelly Dean, Town Clerk gave the roll call with the following member absent: Councilman Wayne Dunkin.
Councilman John Oakley made the motion to approve the work session minutes of June 22, 2006 as printed. Councilman Tommy Perry seconded the motion. The motion carried with a roll call vote of the following: Councilman Tim Crow-yes, Councilman Sam Heflin-abstain, Councilman John Oakley-yes, Councilman Tommy Perry-abstain, and Mayor Melvin Duran-yes.
Councilman Tim Crow made the motion to approve the previous minutes June 22, 2006 as printed. Councilman John Oakley seconded the motion. The motion carried with a roll call vote of the following: Councilman Tim Crow-yes, Councilman Sam Heflin-abstain, Councilman John Oakley-yes, Councilman Tommy Perry-abstain, and Mayor Melvin Duran-yes.

Public Hearing:
Sonny Wright: Thank you Mr. Mayor this is the time and place set by the Council for public input concerning an application to Land and Water Conservation Grant through Alabama Department of Economic Development. Is there anyone in the audience that would like to speak about this grant either for or against? If so I would like you to come up and state your name and say whatever you would like to.

Councilman Sam Heflin made the motion to approve Resolution 2006-04: A resolution to apply for Land and Water Conservation Grant for recreational needs at Veterans Park. Councilman Tommy Perry seconded the motion. The motion carried with a unanimous roll call vote of the following: Councilman Tim Crow-yes, Councilman Sam Heflin-yes, Councilman John Oakley-yes, Councilman Tommy Perry-yes, and Mayor Melvin Duran-yes.
Patrick Dean, Chairman of the Priceville Park and Recreation Board thanked the council on their support with the grant in which to improve Veterans Park.
Councilman Tommy Perry made the motion to approve $100 per person to attend the Alabama League of Municipalities continuing education program for elected officials Oct. 3 in Huntsville, Alabama. Councilman Tim Crow seconded the motion. The motion carried with a unanimous roll call vote of the following: Councilman Tim Crow-yes, Councilman Sam Heflin-yes, Councilman John Oakley-yes, Councilman Tommy Perry-yes, and Mayor Melvin Duran-yes.
Councilman Tommy Perry made the motion to approve $725 for the NARCOG M.P.O. transportation planning for FY 2007. Councilman Sam Heflin seconded the motion. The motion carried with a unanimous roll call vote of the following: Councilman Tim Crow-yes, Councilman Sam Heflin-yes, Councilman John Oakley-yes, Councilman Tommy Perry-yes, and Mayor Melvin Duran-yes.
Councilman Tommy Perry made the motion to approve $185 for a 1-page ad in the football and basketball programs for Brewer High School. Councilman Sam Heflin seconded the motion. Councilman Sam Heflin made the motion to approve registration $175, Lodging $175.38, and other travel expenses for Chief Billy Peebles to attend the Alabama Association of Chiefs of Police in Florence, Alabama Aug.30-Sept. 1. Councilman Tommy Perry seconded the motion. The motion carried with a unanimous roll call vote of the following: Councilman Tim Crow-yes, Councilman Sam Heflin-yes, Councilman John Oakley-yes, Councilman Tommy Perry-yes, and Mayor Melvin Duran-yes.
Councilman Sam Heflin made the motion to approve $100 for the Governmental Member dues for the International Code Council for the Town of Priceville. Councilman Tommy Perry seconded the motion. The motion carried with a unanimous roll call vote of the following: Councilman Tim Crow-yes, Councilman Sam Heflin-yes, Councilman John Oakley-yes, Councilman Tommy Perry-yes, and Mayor Melvin Duran-yes. Chief Charles Black of the Priceville Volunteer Fire Department thanked the Town Council for their support in the addition to station No. 2.
