Commission adopts $41.5 million budget

Morgan County Commission recently adopted a $41.5 million operations budget.
It includes a 3 percent cost of living adjustment for all employees, effective Oct. 1. Some employees also will receive salary adjustments as the result of the implementation of a new pay plan on the same date.
To balance the budget, it was necessary to withdraw $1.5 million from the county’s Road and Bridge Fund. Of that amount, $953,232 will be used for general operations and $595,000 for a bond payment.
The commission considered three requests for salary changes based on the new pay plans. One was approved and two were tabled.
David Hannah, data processing director, asked for permission to implement the classification specification and job description for a network administrator and reclassify Rickey Brewer from a programmer to a network administrator. He said the change would raise his department’s salary requirement by $1,330. The request was tabled and he was advised to discuss the change with the county’s personnel director and bring it back to the commission for consideration at its next meeting.
Also tabled was a request from Amanda Scott, revenue commissioner, to change the positions of mapper 1, personal property appraiser 1 and real property appraiser 1 to Grade 8 and mapper 2, personal property appraiser 2 and real property appraiser 2 to Grade 9.
Approved was a request from County Engineer Greg Bodley to implement the classification specifications and job descriptions of an engineer aide1 and engineer aide 2-job inspector, job description only with no pay adjustment involved.
