Probation reinstated for HR head

A close vote by the Morgan County Commission recently placed human resource director Terry Naccarato back on probationary status.
According to the county’s personal policies and procedures, any new hire is subject to a six-month probationary period, beginning with his or her first day on the job. Naccarato was hired July 9 with the understanding that his employment would be temporary until Jan. 9, 2008. That changed on Oct. 9 when the commission voted 2-1 in the absence of District 1 Commissioner Jeff Clark to waive the policy. District 3 Commissioner Kevin Murphy attempted to get the matter tabled because of Clark’s absence. When that failed, he voted against the probation waiver.
The matter resurfaced at the commission’s Oct. 30 meeting when Clark attempted to get a motion on the floor to rescind the prior action. But he backed off at the recommendation of County Attorney Bill Shinn.
The third old business item on the Nov. 13 meeting agenda proposed to rescind the motion taken at the Tuesday, Oct. 3 meeting, removing Terry Naccarato, human resource director, from six months probation.
Following a motion for approval, Clark, Murphy and Chairman John Glasscock voted “yes” and District 4 Commissioner Stacy George and District 2 Commissioner Ken Livingston voted “no.”
In a separate but related matter, the commission voted 3-2 against a proposed change in the personnel policy that would have reduced the probationary period from six months to 90 days. It also would have allowed the department head of the probationary employee to extend the 90-day probation to six months.
Another proposed personnel change was tabled. It specified that all personnel issues must be presented to the human resource director for approval, before coming to the commission for approval.
