Sex offenders arrested

Several sex offenders in Morgan County were arrested last week for failure to register.
The arrests were made by the Morgan County Sex Offender Violation Unit, along with the Decatur Police Department’s Crime Prevention Unit and the United State’s Marshalls.
Arrested were: James Kenneth Handford Jr. 42, of 5th Avenue, Decatur for failure to notify a move, living in a prohibited area and failure to notify employment; Rudy Conde, 47, of 51 Gore Road, Lacey’s Spring, for failure to register and failure to notify of a move; Bobby Cosper, 34, of 422 4th Ave. SW in Decatur for failure to register and living in a prohibited area; Larry Lee Smith of 114 5th Ave. NW, Decatur, for living in a prohibited area; and Billy Ray Smith, 1325 Fifth and a half Ave. SW in Decatur for failure to register a convicted sex offender and living where prohibited.
Handford and Conde were residing in Morgan County as out-of-state non-registered sex offenders after being arrested on other charges. Handford was arrested by Decatur Police Department for burglary and Conde was arrested for public intoxication and disorderly conduct.
The previous sexual offenses ranged from multiple child molestation, rape in the second degree, sexual assault, forcible rape during the commission of a felony and sodomy.
