Commission approves parking lot change order
The cost of a new parking lot at the Morgan County Courthouse continues to increase.
Commissioners approved a $27,705.76 change order request from Waters Bros. Contractors at their regular meeting on Tuesday, bringing the project cost to $279,599.23. Previously, change orders totaling $62,258.36 were added to the original contract price of $189,635.
The latest change involves construction of replacement sidewalks.
District 1 Commissioner Jeff Clark said the original sidewalks had to be pulled up to make way for the parking lot’s construction.
“We thought they could be saved at first but that didn’t work out,” he stated.
Clark said the change could come in under $27,000 since the contractor is billing labor at an hourly rate instead of a contract rate.
When asked for a timeline on completion he said it could be three to four weeks, depending on the schedule for paving.
The parking lot is bordered by Line, Oak and Davis Streets and is designed to accommodate 73 vehicles. It is handicap accessible and will be lighted and landscaped.
The commission acted on other matters as follows:
• Accepted a low bid of $2,869.15 from North Alabama Chemical Co. for janitorial supplies for the 2011-2012 fiscal year.
• Authorized the chairman to apply for a Land and Water Improvement Grant through ADECA to build a ball field at Brindlee Mountain Park.
• Approved 15 budget amendments for the various county departments totaling $258,280.
• Authorized Morgan County Archives to hire a part-time data entry clerk at an hourly rate of $7.95 per hour for a minimum of 30 hours per week.
• Reappointed Dee Proctor of Hartselle to a five-year term on the Decatur-Morgan County Park Authority Board, effective May 10, 2011, through May 10, 2016.
• Approved payment of $6,000 to Charles Sherrod Consultants for consultation services pertaining to the Neel Senior Center construction project.
• Approved payment of $3,319.45 to Trident Insurance Services for services pertaining to claims filed against the commission by Rodney Lacy and Maurice Sears.
• Approve payments of $1,500 and $3,000 to Hartselle Area Chamber of Commerce for Depot Days and the Racking Horse Breeders Association of America, respectively from the Tourism, Recreation & Convention Fund.
• Declared the following items as surplus property in the Morgan County Probate office and agreed to advertise them for sale on gov.deals.com: 15 personal computers, six scanners, seven printers, nine Dell boards, four IBM wireless scroll mice, seven Dell mouse’s, and an Epson receipt printer.
• Approved a certificate to subdivide and/or consolidate for Barry & Kathy DeFoor, H. Smith Road, District 3.
• Proclaimed the week of Monday, Sept. 26, through Saturday, Oct. 1, as “Fall Clean-Up Week” in Morgan County.
• Declared as surplus property a 2006 pace car hauler in the Morgan County Sheriff’s Department and agreed to advertise it for sale on govdeals.com.
• Approved payment of $100 to King Insurance Agency for a surety bond renewal for Joann Wooten, Morgan County Probate Office deputy chief clerk, effective Aug. 31, 2011 through Aug. 31, 2012.
• Authorized the chairman to execute three grant applications to the Alabama Historical Commission Historical Records Advisory Board for Historic Preservation grants up to $25,000 each. If approved, the money will be used to repair the stone facade of the Morgan County Archives Building and install historical displays.
• Authorized the chairman to advertise for bids to provide cleaning services for the Farm Services Center in Hartselle.
• Authorized the chairman to execute the Internet Spatial Viewer Services agreement with Keet Consulting Services in the amount of $5,400 annually, effective Aug. 23 until the delivery by K.C.S. of the completed application.
• Reappointed Dr. Jan Strother to a six-year term on the Morgan County Department of Human Resources Board, effective Aug. 31, 2011, through Aug. 31, 2017. Per recommendation of Tonita Phipps, director of the Morgan County Department of Human Resources.
• Authorize the chairman to execute the AT&T Corporate Digital Advantage Agreement Version 9-A representing the SIM cards for the Ranger Units in the Morgan County Area Transportation System, to launch the Route Match Software in the amount of $586.80 per month.
• Authorized District 4 Commissioner Greg Abercrombie to hire a full-time district parks maintenance coordinator at Grade 3, rate $10.86-$14.14 to fill the vacant district parks maintenance part-time worker position.
• Approve payment of $58,817.24 to Waters Bros. Contractors for work performed on a new Morgan County Courthouse parking lot during the month of July, 2011.
