Council approves engineer for airport upgrade project

Hartselle City Council agreed to move forward on an airport improvement project by authorizing Mayor Dwight Tankersley to enter into a professional services agreement with Garver LLC to provide grant, design and bidding services at a cost not to exceed $36,819.87.

A bid of $106,194 was earlier received from HN Donahoo Contracting Co. Inc. to do the work, which involves the regrading and reshaping of an 800-ft. section of the southern end of the runway.

“That part of the runway is uneven and rocky and isn’t safe for a pilot to use in the event of an emergency,” said Jeff Johnson, director of the Department of Development.

The project is being funded by a Federal Aviation Agency Grant, which will pay for 90 percent of the project’s cost. Of the city’s 10 percent match, one-half will be eligible for reimbursement through the Alabama Department of Transportation’s Aeronautics Bureau.

The council acted on other matters as follows:

•Approved certificates of election for Hartselle School Board members Monica (Monty) Vest (Place 1), Randy Sparkman (Place 2), Dr. James Joy (Place 3) and Jennifer Sittason (Place 4).

• Declared two 10-year-old bikes used by police officers as surplus property and authorized them to be sold with the money to be used to purchase replacements.

• Declared 2 ½- inch fire hose used by Fire & Rescue as surplus property and authorized them to be donated to volunteer fire departments.

•Approved a budget adjustment for Fire & Rescue, moving $500 from the general fund to Community Consultants for the preparation and submittal of a 2012 Assistance to Fire Fighters Grant.

•Reappointed Edith Bennich and Vanessa Brown to the Morgan County Mental Health Board.

•Reappointed Rajane Hampton to the Personnel Board.

•Appropriated a $200 donation to Hartselle Youth Softball from the Morgan County Commission to Parks & Recreation.

•Accepted a bid of $55.78 per unit from Otto Environmental Systems for garbage cans for the Sanitation Department.

•Approved budget adjustment requests from Park & Recreation for $700 to Drug Screens and $160,800 to the Aquatic Center/pool.

•Approved two budget request from Public Works, $2,500 from Right-Of-Way (Shop) to Street Repair and $300 from Supplies and Equipment to Building and Grounds.
